Executive Director of Gambling Commission Calls for Safer, Fairer and Crime-Free Gambling

Tim Miller, the Executive Director of the Gambling Commission, delivered a significant speech at the British Amusement Catering Trade Association (BACTA) Annual Convention on 28 November 2024. 

His address emphasised the importance of collaboration between regulators and land-based and online casino industry in promoting safer, fairer, and crime-free gambling.   

Strengthening Collaboration 

The casino industry has been collaborating with regulators, and Miller underscored the evolving dynamic between the Gambling Commission and the industry. He noted that collaboration is essential in enhancing regulatory compliance and establishing a safer gambling environment. 

For casino operators, this highlights the necessity of forging stronger relationships with the Commission, participating in dialogues, and being proactive in complying with regulations.

Miller’s call for open discussions and debates on regulatory frameworks implies that the casino industry must be prepared to adapt and engage with the Commission actively. It was not made clear how this would take shape, for example, the establishment of a body of casino representatives who meet regularly with the GC. 

Miller hinted that closer collaboration could foster a more cooperative atmosphere that may lead to more favourable regulatory outcomes and reforms that benefit the industry. 

Emphasis on Compliance and Best Practices 

There have been numerous changes within the casino industry in the area of monitoring and mitigating gambling-related harm. Miller focused on this area again, particularly concerning customer interaction and anti-money laundering (AML) practices.  

Casino operators are encouraged to take a proactive approach in ensuring their staff are well-trained to identify and respond to signs of problematic gambling behaviours. This entails not just adhering to existing policies but also evaluating their effectiveness and ensuring meaningful interactions with customers. 

The overarching message is clear: compliance is not merely a checklist but a commitment to responsible gaming practices and customer welfare. 

Anti-Money Laundering (AML) Requirements 

Miller's discussion on AML underscores the Commission’s scrutiny in this area. Operators must maintain up-to-date risk assessments and train staff adequately recognise and respond to AML risks. 

For the casino industry, this means investing in training and resources to ensure compliance with AML regulations, which is pivotal not only for legal adherence but also for maintaining public trust. 

Implementation of Gambling Act Review Provisions 

Mr. Miller’s speech outlined the need for casino businesses and operators to be prepared for further, ongoing changes stemming from the government’s Gambling Act Review. 

These changes are likely to revolve around issues affecting consumer protections and operational requirements. 

Others include the area around enhancing fairness and transparency. 

Implementing new practices, such as the "Think 25" approach for age verification, represents both a challenge and an opportunity for casinos to strengthen their operational frameworks and demonstrate their commitment to responsible gaming. 

Safeguarding the Future of the Industry 

Miller concluded by repeating his call for ongoing collaboration as the industry faces these regulatory changes. His message was clear: It was a call to action for the casino industry to enhance and improve its compliance measures and to work closely with regulators. 

It is hoped that by demonstrating a commitment to high standards of regulatory compliance and responsible gambling, the casino industry will not only be able to advocate for beneficial reforms but also enhance its credibility and sustainability in the long term.
