On December 5, 2024, Bryony Sheldon, the Director of Policy, provided an update on the evaluation of the Gambling Act Review, emphasising the implications for the casino industry. The Gambling Commission, in partnership with the Department for Culture, Media and Sport (DCMS), has embarked on an extensive program of policy reform following the Gambling Act Review White Paper published in April 2023. This initiative aims to modernize gambling legislation and address emerging challenges within the sector.

Commission on Learning Path

Since the review, the Commission has not only focused on policy development but also on establishing a framework for monitoring and evaluating the potential effects of these legislative changes. Highlighting the commitment to robust evaluation as part of its Corporate Strategy for 2024 to 2027, the Commission aims to learn from the implementation of new requirements and adapt policies accordingly.

In March 2024, the Commission and DCMS collaborated with the National Centre for Social Research (NatCen) to outline an evaluation strategy that will scrutinise both the overarching review and the specific policies affecting the casino sector. The evaluation will encompass a range of questions, focusing on how new regulations impact casino operations, consumer behaviour, and overall industry dynamics. The findings will be crucial for industry stakeholders, as they will provide insights into the effectiveness of the policy changes and their alignment with consumer protection and regulatory goals.

Importance of Stakeholders Being Heard

Stakeholder engagement is a critical element of the evaluation process. The Commission recognises that successful implementation and assessment of these policies require collaboration with various parties, including casino operators, consumers, and advocacy groups. The Lived Experience Panel, comprising individuals with firsthand knowledge of gambling—both positive and negative—will contribute valuable insights into the effects of gambling regulations on players. Concurrently, the Advisory Group will include experts from academia and the gambling policy field, providing necessary guidance on evaluation methodologies and practices.

The evaluation will prioritize the allocation of resources effectively across the 60+ measures outlined in the Gambling Act Review White Paper, ensuring that the most pertinent issues for the casino industry are addressed first. Fieldwork is projected to commence in the coming months, with ongoing outreach to stakeholders.

With results expected to roll out in 2025, stakeholders are encouraged to participate actively in the evaluation endeavour.
