Pennsylvania iGaming Revenue Up in February, but Commercial Casinos Down

The Pennsylvania Gaming Control Board has released its revenue figures for February 2025. Slots and retail generated total revenue of $186.2 million and $71.1 million, respectively, down 8.1% and 7.2% year-on-year. However, iGaming generated total revenue of $207.6 million, an increase of 12.3% compared to February 2024.

Year-on-year figures show that all but one casino reported a decline in slots revenue; the Casino at Nemacolin reported the lowest revenue in February 2024 and 2025 but saw an increase of 25%. Higher-grossing casinos, such as Parx Casino and Wind Creek Bethlehem, reported slots revenues of $28.9 million and $20.4 million in February 2025, but also a decline of 2.7% and 15.3% year-on-year.

Despite the overall decline in table games revenue, these reportedly did better at Parx Casino, with a year-on-year increase of 7.2%, from $15.9 million to just over $17 million. Wind Creek Bethlehem reported a 6.5% decline but still generated a revenue of $17.7 million in February 2025. 

iGaming revenue increased year-on-year

Although slots and table games revenue were down year-on-year, iGaming has reportedly picked up, with a statewide revenue of $207.6 million in February 2025, compared to $184.9 in February 2024. 

Of Pennsylvania’s 12 iGaming operators, Hollywood Casino at Penn National Race Course reported the highest revenue at $77.6 million, a 0.5% increase year-on-year. Valley Forge Casino Resort reported $56.6 million in revenue for February 2025, up 26.6% from February 2024.

Pennsylvania Governor Aims to Tax Skill-Games 

While Pennsylvania’s retail casinos and iGaming operators continue to gross millions, Governor Josh Shapiro claimed in a budget address that “There are 70,000 unregulated skill game terminals all across Pennsylvania. We need to take some of the money going into those slots and put it in our state coffers.”

His budget proposes a 52% tax rate on these terminals, which has been met with opposition from State Senator Gene Yaw, who would rather see them taxed at 16%.

According to Yaw, Pennsylvania’s skills machines support small businesses in the Northern Tier district and shouldn’t be taxed like regular casinos. Shapiro, meanwhile, has insisted that the skills machines require regulation and quality control for customer safety. 

Alleged Hollywood Casino Robbers Arrested

Although a small sum compared to the monthly totals, two Pennsylvania casinos owned and operated by Penn Entertainment got closer to adding another $17,000 in revenues to their bottom line. Last week, Pennsylvania State Police arrested two men from Maryland and charged a third one with the alleged robbery of $17,000 worth of purple casino chips, each worth $500, from Hollywood Casino York and Hollywood Casino at Penn National Race Course. Police reported that Antonio Jackson, 41, Anthony Paye, 47, and Macy Wyatt Wilson, 35, conspired to steal high-value gaming chips from the two properties last year.
