Ohioans love casinos, and hey—so do we! It’s almost a match made in gambling heaven. If Ohio ever goes the extra mile and legalizes online casinos, we’d be the perfect pair, but for now, we’re happy with what we’ve got.
The casino scene in Ohio? It’s big—like, really big. Ohio ranks sixth in the country for gross gaming revenue, raking in a massive $3.3 billion in 2023. Only Michigan, New York, New Jersey, Pennsylvania, and, of course, Nevada, beat the Buckeye State in the earnings game.
And all that revenue doesn’t just pad pockets; it pumps life into the economy, providing over 33,000 jobs and plenty of those lovely tax dollars. But while Ohio has its fair share of land-based casinos, the online casino scene remains, well, nonexistent—unless you count Ohio social casinos. For a real online casino experience, Ohioans still have to hop over to Michigan.
There’s a glimmer of hope, though. In July 2024, three Republican reps—Jay Edwards, Jeff LaRe, and Cindy Abrams—pushed for iGaming legislation, pointing to the “tremendous potential” for Ohio’s tax revenue if online casinos go legit. Online sports betting has already been live since January 2023, so it’s possible the online casino industry might not be too far behind.

To keep things fair, we use the same methodology in every state, scouring Tripadvisor reviews for keywords like “luxury,” “fancy,” and “fabulous.” Now, this doesn’t guarantee that a casino is the crown jewel of luxury, so take it with a pinch of salt—but it does give us an idea of whether guests felt like high rollers.

So, let’s get right into things. According to Tripadvisor reviews, the most luxurious casino in Ohio is the Hollywood Gaming at Mahoning Valley Racecourse, based out of Youngstown, Ohio, with a 4.95% luxury rating on our index. Out of 202 (129 of them being four- and five-star reviews), 10 of them presented luxury-related keywords, with the majority of them being ‘comfortable’ but also ‘satisfied’ and ‘pleasure.’
“Not too big but comfortable. Can use additional room and machines. Fair payout but enjoy the food accommodations”, wrote Georgia.
We like to hear the phrase ‘fair payout’ when we read reviews, although that should be the minimum requirement anyway.
“The casino and horse-betting areas are in top condition—very clean and comfortable. I really like the bar and restaurant upstairs,” added Joe.
Next up was another Hollywood establishment, the Hollywood Casino Columbus in, you guessed it, Columbus, Ohio. ‘Comfortable,’ ‘impressive,’ and ‘fancy’ were plentiful among its 745 reviews, giving this casino resort a healthy 3.76% score.
“The design & flooring of the buffet area is fancy. You wouldn't know you were eating at a casino,” wrote one visitor, while another added, “The Final Cut restaurant is an added luxury while visiting Hollywood. The place is always clean and fun to visit and experience, the free coffee is the best in Columbus.”
In third place was Elorado Gaming Scioto Downs with 2.89%, whilst Hollywood Casino Toledo rounded out the top four with 2.73%.
There wasn’t too much separating the rest of the pack, with the highest review resort, the JACK Casino in Cleveland—with a whopping 7,401 reviews—coming in at 2.58%. Unsurprisingly, they had the most references to luxury given the sheer amount of reviews compared to their competitors.
“This trip would have been way better had there been better dealers with customer service, but the hotels were perfect and very luxurious,” a rather good news/bad news review from William.
The Hard Rock Casino in Cincinnati was rooted to the bottom of the luxury scale, with just a paltry 0.97%. Only two reviews out of 207 had luxury-related keywords. Not good, Bob.
Casinos.com utilized Tripadvisor reviews to do an in-depth analysis of phrases associated with luxury to determine the most and least luxurious casinos in the state of Ohio. We calculated the percentage of luxury-rated mentions in the total Tripadvisor reviews from the keywords mentioned below.
Only casinos with the requisite number of reviews were chosen for this study in order to represent a fair data set. For Ohio, the minimum number of reviews was 120.
