The Virginia Lottery has released its monthly report on the revenues from the three land-based casinos in the state, revealing these gambling locations collected $72.3 million in January 2025. That adjusted gaming revenue (AGR) was 36.8% higher than the amount generated in January 2024, with all three casinos seeing growth.
However, the revenue slightly slipped from the $74.9 million collected in December 2024.
While all three land-based casinos posted year-on-year revenue growth in January 2025, two casinos provided the bulk of the revenue increase. Caesars Virginia generated the highest revenue in January 2025, which also marked the most significant increase from January 2024.
By jumping from $17.2 million to $28.5 million, the casino collected 65.7% more revenue. Its January 2025 total also accounted for 39.4% of the state-wide total.
Most of those revenues came from the slot machine collection, with the 1,479 machines adding $21.3 million in AGR. That was a rise of more than 73% from the year prior. Meanwhile, the table games at Caesars Virginia added another $7.1 million, also a significant increase of 65.7% year over year.

Hard Rock Hotel & Casino Bristol was the other gambling location to see a significant rise in AGR, which climbed by 53.3%, from $12 million in January 2024 to $18.5 million in January 2025. Hard Rock has the most slots of any casino in VA, but it still brought in the least slot AGR at $15.1 million, a jump of nearly 53% from January 2024.
Meanwhile, its table game revenues also increased from $2.1 million to $3.3 million, a 54.9% rise.
Even Rivers Casino Portsmouth, which posted the smallest revenue increase, still generated 7.3% more AGR in January 2025 than in January 2024. The casino collected $25.2 million, according to the Virginia Lottery report.
With fewer table games than Caesars Virginia, it’s somewhat surprising that Rivers Casino Portsmouth attracted the highest AGR for these games at $8 million. However, this was an increase of just 1.5%. Slot revenue also jumped by 10.1% year-on-year, reaching $17.2 million.
With the Virginia casino market thriving as the January 2025 numbers show, it’s surprising other businesses aren’t trying to get a slice of the action. An opportunity for another land-based casino to open in VA is over for 2025 after a casino-friendly bill stalled.
SB 982 from Senator Scott Surovell, which proposes giving Fairfax County a casino license, has been moved to a vote in a committee. That committee is not scheduled to meet again in the 2025 legislative session.
